Carl joined the Practice in July 2003 as a Principal Project Manager and holds a degree in Town and Country Planning (South Bank Polytechnic). He has been a Full Member of the Royal Town Planning Institute since 1992 and completed an LLB Law Degree at Nottingham Trent University in 2003. In April 2007, Carl was invited to join the Board of Directors at CPA.
Carl previously worked at a planning consultancy in London (Robert Mathew Johnson Marshall) before taking up the post of Principal Planning Officer in Development Control at Southampton City Council, where he worked for 14 years until June 2003.
At Southampton City Council, Carl handled a significant number and complexity of planning applications across a broad subject range, including housing, leisure, retail and waste matters. He represented the Council at Informal Hearings and Public Inquiries and was also involved in the production of Development Control Briefs and regeneration schemes.
Now at Charles Planning Associates, Carl has substantially broadened the level of local knowledge of the Practice in respect of the provision of professional advice to the Practice's Clients, and in the light of his LLB Law Degree, also provides the opportunity for in-house advocacy.
